Anonymous caller (identified in records) filed a complaint against another kennel operator stating that the air conditioner in the kennel had gone out on 7/25/07 & that the water supply to the building had been shut off before then; an investigation of the kennel was conducted on 7/26/07 - the electricity had been restored to the kennel building, but even though the air conditioner was on, it was not functioning properly so the room was at least 100 degrees and the forty-six dogs in the kennel were panting heavily, according to the investigator's notes - both doors were opened to cool off the kennel & the air conditioning unit was cleaned to ensure it would function properly - the notes state (owner Johnson was not present at this inspection) that the front AC was not on - only the back - also no food was found in the kennel; the investigator attempted to contact Johnson but was only able to leave a voice mail; on 7/27/07 the investigator returned to the premises to find the caller (John Farmer) caring for Johnson's dogs, as Johnson had asked Farmer to care for his dogs while he was out of town for 4 days - food was in the kennel at this time; another message was left for Johnson stressing the importance of contacting the investigator regarding the health and well-being of his greyhounds; on the same day, the general manager of Flagler was notified to keep an eye on the greyhounds in the kennel; on 7/30/07, Johnson was interviewed and indicated that he is in the process of establishing accounts with the various utility companies (especially water, as there was no meter on the building, which indicates no water supply coming in) & that he was also entering a partnership which would generate more income to take care of the dogs; a follow-up inspection was performed on 8/3/07, and food, water & air-conditioning were all being provided for the dogs; on 8/8/07, the general manager of Flagler was notified as to the improvement in conditions, and the investigator notes that he will continue to monitor Johnson's kennel during future facility visits |
